You need to put the file VSFilter.dll into the plugins folder of the AviSynth installation.
Native AviSynth will not recognise imported subtitle files. Subtitle Workshop can create both SRT and SSA files, and fine-tuning of an SSA file can readily be done separately, perhaps with a simple text editor such as Notepad.
